Main Function
In close collaboration with the WWF Mexico Country Director, this position delivers a business strategy to strengthen the financial sustainability and operations of the office and its capacity to deliver its strategic goals. Responsible for planning, coordinating, and overseeing all financial, administrative and operational processes and functions including, budgeting, financial management, accounting, agreement and contracts management, IT, legal and fiscal compliance.
This position identifies, evaluates and monitors financial and organizational risk to avoid or minimize its impact and ensures compliance with WWF-US policies and procedures, donor, and local requirements. The Sr. Manager of Finance and Operations contributes to ensure the Office operates under a culture that fosters WWF values. 

I.  Duties and responsibilities

1. Finance
  • Leads the annual budgeting planning process ensuring alignment with the country multi-year strategic plan.
  • Supports the Country Director & SMT on the development of a multi-year financial sustainability plan that generates and secures a diversified funding pipeline and a well-managed cost recovery approach to support the country office and strategic core structure. 
  • Prepares financial analysis and projections and ensures timely and accurate response to the SMT, Country Office Unit, WWF-HQ, and donors.
  • Manages the accounting and financial function and ensures all internal controls are in place.
  • Prepares and monitors all budgeting and payment activities. 

2. Agreements and contracts
  • Reviews the terms of all donor and collaboration agreements, ensures review and approval by WWF-US legal and compliance departments and monitors compliance with reporting requirements and deadlines.
  • Reviews the terms of all contracts with suppliers in accordance with Network standards and procedures.
  • Participates in the development of funding proposals ensuring that budgets are prepared in accordance with WWF´s and donor guidelines ensuring the appropriate cost recovery and a comprehensive, diversified mix of income that builds into the organization´s financial plan.
  • Directs the preparation and management of grant and consulting agreements.
  • Supervises and reviews the status of all grant budget and expense activity and provides guidance and recommendations for corrective actions, as necessary. 
  • Compliance and Risk Management 
  • Supervises subrecipient monitoring; evaluates their compliance in accordance with WWF and donor requirements and recommends procedures for improved efficiency. Provides technical advice in these areas and implementation as appropriate.
  • Ensures that risk is identified early in the development projects or donor proposals.  Identifies gaps and potential organizational risks that are communicated or elevated to the right level to obtain guidance as to what actions are necessary for further risk assessment and mitigation. Ensures WWF Mexico staff and other relevant stakeholders have a thorough understanding of WWF administrative and financial systems to ensure all WWF-issued agreements and business are processed timely and in accordance with WWF policies and procedures.
  • Ensures office compliance with WWF policies and all HQ and local labor and fiscal practices.
  • Manages external and internal audits and ensures proper follow up of findings.
  • Maintains constant communication with HQ General Counsel Office and the Country Office Unit in the resolution of any legal and fiscal related issues.
  • Develops and maintains relations with local law firms for specific requirements in coordination with HQ. 

4. Human Resources
  • Collaborates with the HR Manager on operational matters such as payroll, HR administrative processes, policies, and legal and fiscal labor requirements.
  • In partnership with HR, ensures compliance with all HQ’s initiatives and trainings such as Global Anti- Harassment, and Fraud and Corruption Prevention, Cyber-security, Safeguards etc. 

5. Information Technology (IT)
  • Ensures the adequate IT management and service provision to all WWF Mexico offices and staff.
  • Ensures IT controls and risk management procedures are updated and applied in coordination with HQ and the Country Office Unit.
  • Manages relations with external service providers to ensure high quality and reliability of services rendered. 

6. Other Duties and Responsibilities
  • Supervises and provides administrative line management and mentorship to all Operations staff and facilitates reporting to WWF Mexico´s SMT.
  • Proposes and monitors organizational performance indicators from the financial and administrative perspective that build into the office´s integrated approach and provides the Country Director with periodic financial and administrative performance reports.
  • When necessary, performs field visits to WWF field offices and projects to provide support to local activities.
  • Undertakes other tasks as requested and agreed with the Country Director. 

II. Working relationships

  • Internal: Country Director, Conservation Director, Communications Director and HR Manager. Operations staff. Will have to work closely with all WWF staff daily. WWF Mexico Advisory Board members, Country Office Unit Operations Director, and other staff. WWF US HQ staff and other network office representatives.
  • External: Maintains close relationships with WWF Mexico donors and partners, federal and state governments, and service suppliers.

III. Minimum Work Requirements

  • Knowledge: Minimum of a Post Graduate degree in economics, finance, public policy, development studies, or in a relevant field.
  • Experience: Ten years of similar work experience is required. Candidate should be able to work independently. Proven experience in financial analysis and forecasting, planning, budget design and project management with multiple donors (multilateral and bilateral agencies, foundations, individuals, corporations). Successful team building, development, and management.
  • Travel: Willingness to travel nationally and internationally for official duties.

IV. Desirable knowledge, requirements and experience

  • Bachelor's degree required, BA/BS in Accounting, Business Administration, or related field; CPA and/or master's degree in finance or a related field preferred.
  • Experience in a nonprofit organization is preferred.
  • A strong background in financial systems, modeling and forecasting and risk management. 
  • Knowledge of conservation of natural resources and environmental matters is desirable.Project management, strategic and financial planning and demonstrated ability to set strategy and execute plans
